DUE TO CIRCUMSTANCES BEYOND OUR CONTROL:

For a second time in 3 years the Pipeline Bodysurfing Classic
will not receive a competition permit for 2009.

WE APOLOGIZE FOR THE DELAY IN ANNOUNCING THE STATUS OF THE EVENT
AS WE WERE MAKING EFFORTS TO SALVAGE ENOUGH TIME TO RUN THE
CONTEST ON ANOTHER CONTEST HOLDING PERIOD.

The Pipeline Bodysurfing Classic was denied a permit from the Honolulu
City & County Parks department.

The circumstances of this permit denial have to do with a combination of two
complex processes.

First is the continuing problems the City of Honolulu Parks department has
with it’s flawed conflict resolution process (this is what was the cause of our
previous permit denial in 2007).

The second contributing process (unique to this year’s permit denial) was an
ad/hoc committee of surf contest directors agreeing (arranged by Randy
Rarick, contest director of the Triple Crown of Surfing) to apply for dates
based on a organized schedule to insure that all applicants would not be in
conflict with each other and all applicants would receive event dates.

In this case, several contest directors did NOT apply for the dates that they
agreed to, therefore creating conflicts. The Pipeline Bodysurfing Classic
was the event that was displaced.

The process of making a voluntary and non-enforceable schedule to prevent
conflicts was known to be a risk; due to the city of Honolulu advising the
ad/hoc group that they would not recognize the unofficial schedule submitted
to them (due to previous litigation in previous years – the city Parks
department would only respond to the submitted applications in the north
shore surf contest permits process).

More information regarding this permit denial will be posted in the near
future. The priority is to submit testimony to the Honolulu City Council
regarding potential changes to the City parks Department Permitting rules
and revised statutes.
